Apprenticeship and factory school (chalkboard, printed manuals, demonstration)
The earliest workplace training relied entirely on direct human demonstration and print. The 1872 Hoe and Company factory school was a room with a chalkboard and workbenches; the 1887 NCR sales manual was a physical booklet trainers read aloud and discussed. Training in this era was oral, observational, and inseparable from the work floor itself. Charles Allen's four-step model (show, tell, do, check) from 1919 formalized what skilled practitioners already knew: you teach by doing, not by lecturing alone.

The U.S. government's Training Within Industry service (1940-1945) gave American workplace training its first systematic methodology at national scale. The three "J-programs" (Job Instruction, Job Methods, Job Relations) each ran in 10-hour units using a pocket card that supervisors carried and consulted in real time. The core Job Instruction card summarized the method in four steps across its face. By 1945, TWI had certified more than 1.6 million workers across 16,500 plants. When the program ended, private industry absorbed both the methodology and the practitioners. The post-war era saw TWI's structured approach migrated into corporate training departments, and the framework became the international template for on-the-job instruction, most famously as the seed of the Toyota Production System.

Post-war prosperity and the professionalization of personnel management through the 1960s and 1970s gave training directors stable budgets and physical classrooms. Audiovisual equipment, film projectors, overhead projectors, and eventually VHS players, let instructors deliver standardized content across multiple sites for the first time without sending a traveling trainer. McDonald's "Hamburger University," opened in 1961 as the first corporate university, used film and structured classroom instruction to standardize crew training across a rapidly expanding franchise system. Robert Glaser's 1962 formulation of instructional design, combining education, psychology, and communications, gave the field an academic foundation. The training director of this era was primarily a program manager: commissioning films and manuals, scheduling classroom days, booking outside facilitators, and measuring completion rather than performance change.

In the mid-1990s, training managers encountered a genuinely disruptive technology: self-paced digital courseware. CD-ROM training programs from vendors like Asymetrix ToolBook allowed employees to complete courses at their workstation without a scheduled class. When the web browser arrived at scale around 1993-1995, the vision expanded: a single course server could reach every employee in every location simultaneously. The late 1990s saw enormous investment in e-learning content companies (Skillsoft, NETg, ePath Learning) and early LMS platforms (Blackboard, WebCT). For training managers, the shift was architectural: from scheduling classrooms to managing a technology platform. The SCORM standard, introduced in 2000, created interoperability between content and LMS systems and defined the digital training landscape for the following decade.
Effect on the workThe e-learning wave expanded the scope of training departments significantly, adding technical roles (LMS administrator, instructional designer, multimedia developer) while reducing dependency on classroom-scheduling logistics. Training headcount in large enterprises grew during this period as the mandate broadened.

The learning management system matured from a content-delivery pipe into an enterprise platform for tracking, compliance, and skills development. Major LMS vendors (Cornerstone OnDemand, Saba, SumTotal, later SAP SuccessFactors and Workday Learning) won large enterprise contracts that made the LMS a standard line item in HR technology stacks. LinkedIn Learning (launched 2016 following the $1.5 billion Lynda.com acquisition) commoditized self-paced video learning at scale, providing training managers with an off-the-shelf content library. The training manager of this era became increasingly a data professional: reading completion dashboards, correlating learning hours with performance metrics, justifying L&D spend through return-on-investment frameworks. ATD's 2024 State of the Industry report documented that organizations spent an average of $1,283 per employee on workplace learning in 2023, a figure that the training manager was increasingly responsible for defending and optimizing.
